To answer Fenn's comment "TIME WILL TELL" you need this clock face to begin with: The hint you need comes from Fenn''s MISSING ball of string, a mystery that was never solved. So look for things MISSING from the poem and the stories. Most obvious in the poem is the missing X as 10 this is easy to spot on the clock face. In the stories two Rainbow colors are missing, they are Indigo and Violet, notice their capital letters are I and V, the only two colors that begin with letters on the clock face as IV and together they represent numeral 4. Notice that these two numerals oppose each on the clock face, they can be drawn together by a line. They halve the clock face. We can take this no further until we quarter the clock face, to do this w would use 1 and 7. See below: Ok! So this is where the magic happens, Go to the Zodiac Wheel photo below and compare these clock numbers to the sign numbers, where do they now appear, you should see that 10 is North and 4 is South, 1 is West and 7 is East. Now return to the clock face and create North, South, East and West on it using drawn lines to link them.
Remember we are seeking Fenn's treasures and that the word TREASURES adds up to 126 by cipher, therefore North to South reads 126, TREASURES and being WisE as West is East by cipher is 9 to 3 and relates to 'I SEE' so the clock face message is "TREASURES I SEE", so where have you seen this configuration before? You should know as it was provided by Fenn himself, remember this?:
Clock face over treasure chest alignment. So where would the treasure be buried? Just make the lines cross.
Half the clock face is 39 because the total of all clock numerals is 78, so divide by 2.
Maybe something simpler.

Geeze. Those quotes.....for me they make perfect sense. (And they are good Fish). You put a question mark at the end. I could try to explain my answers to these "data points" of hints and clues that you mention.....but the answers would not be accepted by anyone in this community, as the right answers are reliant on the correct locality. IMO, that is determined by answering and accepting the answer to the question, "Who is Brown?" Since nobody can agree on an answer in here....how would providing answers to these "data points" help anyone? I mean, its like putting the cart in front of the horse. Locality is not banality....it is of the most importance. Canasta anyone? Cheers.
Space Hopper I would ask you to notice how the positioning of the key is aligned to fall within the Gold disc you see in the chest, this is done to confirm the treasure lies within a cjrcle. Even the letters T I I on the stick fall within it. T I I adds up to 38 and KEY adds up to 41 which together add up to 79 the atomic number of GOLD.
I contend that the title of the poem is 'RAINBOW TREASURES' a 7 and a 9 letter word. The rainbow leads you to the treasure.
