    It's a geographical clue. Two meanings - something that would not require a paddle for the location, and one meaning up that creek is wrong direction. But it lets you know which way to go. EOM

      I agree with Anna Graham. It just means you won't be paddling anything at this creek. Either you don't need to, or it's not possible to.
